In a mixing bowl, combine the heavy cream, sugar, and salt. Using a hand mixer or whisk, whip at medium speed for 30–60 seconds, until the mixture is slightly thickened and smooth (soft peaks).
In a small cup, mix the cocoa powder and condensed milk with the hot water. Stir until fully dissolved and smooth.
Fill a serving glass with ice cubes. Pour the cocoa mixture over the ice. Gently spoon the salted cream over the cocoa base.
Dust extra cocoa powder on top of the cream for decoration and extra flavor.
